Title 38 Compliance
Pima Community College takes pride in serving our nation’s veterans and eligible students by adopting provisions that protect your educational access while using VA Education benefits
- Eligible benefit types: Montgomery GI Bill® (Ch. 30), Vocational Rehabilitation and Employment (Ch. 31) benefits, Post-9/11 G.I. Bill® (Ch. 33), Dependents Educational Assistance (DEA Ch. 35), or Montgomery GI Bill Select Reserve (Ch. 1606)
In accordance with Title 38 US Code 3679 subsection (e), this provision ensures that students awaiting payment from the VA can enroll and participate without penalty.
Specifically, while your payment to the institution is pending from the VA, the college will not:
- Prevent your enrollment.
- Assess a late penalty fee.
- Require you to secure alternative or additional funding.
- Deny your access to any resources, including classes, libraries, or other institutional facilities available to other students who have satisfied their tuition and fee bills.

Yellow Ribbon Program
Pima Community College has an open-ended agreement with the VA to provide unlimited Yellow Ribbon funding for eligible students. This means that students using Chapter 33 Post-9/11 GI Bill® benefits at the 100% eligibility level will have any remaining tuition covered equally by the VA and Pima Community College. Typically this is used exclusively for Out of State charges.
This funding does not cover access material charges, books, or any other non-mandatory fees. A mandatory fee is one that the college charges all students without exception. Out-of-state charges are covered. Western Undergraduate Exchange tuition is not covered by the Yellow Ribbon Program since it is its own agreement.
The Yellow Ribbon Program is available only to students using Chapter 33 benefits at the 100% eligibility level who have additional, uncovered, mandatory tuition or fees left uncovered by normal payment methods.

General Education Mobile (GEM)
Pima Community College is a General Education Mobile (GEM) participating institution. GEM allows active-duty Air Force students to complete their 15-hour Community College of the Air Force (CCAF) General Education Course requirements online through Pima Community College and the General Education Mobile program (GEM) site. Courses are offered in five CCAF general education areas: Oral Communication, Written Communication, Mathematics, Social Sciences and Humanities.
