In accordance with Title 38 US Code 3679 subsection (e), this school adopts the following additional provisions for any students using U.S. Department of Veteran Affairs (VA) Post 9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation and Employment (Ch. 31) benefits, while payment to the institution is pending from the VA. This school will not:
- Prevent the student’s enrollment;
- Assess a late penalty fee to;
- Require student secure alternative or additional funding;
- Deny their access to any resources (access to classes, libraries, or other institutional facilities} available to other students who have satisfied their tuition and fee bills to the institution.
However, to qualify for this provision, such students may be required to:
- Provide Chapter 33 Certificate of Eligibility (or its equivalent) or for Chapter 31, VA VR&E’s contract with the school on VA Form 28-1905 by the first day of class.
Yellow Ribbon Program
Pima Community College has an open-ended agreement with the VA to provide unlimited Yellow Ribbon funding for eligible students. This means that students using Chapter 33 Post-9/11 GI Bill® benefits at the 100% eligibility level will have any remaining tuition covered equally by the VA and Pima Community College.
This funding does not cover access material charges, books, or any other non-mandatory fees. A mandatory fee is one that the college charges all students without exception.
The Yellow Ribbon Program is available only to students using Chapter 33 benefits at the 100% eligibility level.
General Education Mobile (GEM)
Pima Community College is a General Education Mobile (GEM) participating institution. GEM allows active-duty Air Force students to complete their 15-hour Community College of the Air Force (CCAF) General Education Course requirements online through Pima Community College and the General Education Mobile program (GEM) site. Courses are offered in five CCAF general education areas: Oral Communication, Written Communication, Mathematics, Social Sciences and Humanities. Veteran Benefit Recipient (VBR) Information
VBR Good Standing
Good standing is defined as maintaining a 2.0 grade point average (GPA) and a completion rate of 67%.
VBR Academic Warning
The first semester you fall below good academic standing, you will be placed on VBR(Veteran Benefit Recipient) Academic Warning going into the following semester. The consequences:
- You are eligible to use VA education benefits.
- Create a Student Lingo Account. You must select and complete one Student Lingo module.
VBR Academic Probation
If you are on VBR Academic Warning and fall below good academic standing again (for the second consecutive semester), you will be placed on VBR Academic Probation going into the following semester. The consequences:
- You are eligible to use VA education benefits.
- You must meet with a Veteran Advisor.
VBR Academic Suspension
If you are on VBR Academic Probation and fall below good academic standing again (for the third consecutive semester), you will be placed on VBR Academic Suspension. Your student account will be placed on hold, preventing you from making changes or registering for classes. This means that you will not be eligible to use your VA education benefit unless an appeal is submitted or you can restore your good standing. If your appeal is denied, you may still take classes but without VA certification. Ask your veteran advisor for more information if you have questions or call our main office at 520 206-2266.
Veteran Benefit Recipient (VBR) Satisfactory Academic Progress (SAP) Appeals:

If you failed to maintain VBR Academic Good Standing due to unforeseeable extenuating circumstances you may appeal your loss of VA benefit eligibility. For further information see the VBR Satisfactory Academic Progress Appeal Information/Form.

Students have a right to appeal their VBR SAP status through the Military and Veteran Services Appeal Committee.

If your VBR SAP appeal is denied you can only re-appeal if you have extenuating circumstances and/or documentation that you did not include with your initial appeal submission. Only one appeal is permitted for the same semester the student has not met VBR SAP

All students who submit a VBR SAP appeal must meet with their Veteran Advisor to develop an academic plan and agree to adhere to all associated requirements.

If your VBR SAP appeal has been approved, you must adhere to the associated academic plan during any semester you are on VBR SAP probation. Your VBR probation will continue to be extended as long as significant academic progress continues or until you are back in good academic standing.

Students are eligible to use Veterans Educational Benefits during the extended VBR Probation period.

Students with an approved appeal will remain on VBR SAP probation until they achieve good academic standing provided they make significant academic progress each semester. Failure to show academic progress will result in suspension of Veteran Educational Benefits.

If a student has not met VBR Satisfactory Academic Progress and/or their VBR appeal has been denied, their eligibility to use Veteran Educational Benefits will be suspended for all subsequent classes. If the VBR appeal is approved the courses will be retroactively certified.

The Veteran Services Office will review the student’s progress at the end of the VBR probationary semester to determine if the terms of the VBR academic plan have been met.

If a student leaves PCC on VBR probation and returns they will remain on VBR probation until Satisfactory Academic Progress has been met or eligibility is suspended.

The committee’s decision is final and may not be appealed because the student disagrees with the decision.
Veteran Benefit Recipient (VBR) Academic Improvement Plan Requirements:
In order for Veterans Educational Benefits to be reinstated after VBR suspension, the student must provide to their veteran advisor:

A statement describing actions taken to ensure Satisfactory Academic Progress

Maintain satisfactory evaluations and attendance

Student may not change their program of study without the consent and counsel of their assigned veteran advisor.

Veteran Educational Benefits will be suspended if the student does not adhere to the VBR Academic Improvement Plan and does not meet VBR SAP Standards.
